I have completed several online training programs for the Defense Information Systems Agency (DISA), Department of Veterans Affairs, and DoD Joint Reginal Security Stack (JRSS). Training examples are available upon request.

The By Light Team, managed by Jerry Starbuck and supported by Kevin Settle, has recently developed a Facilitator Certification Training program for the Global Video Services (GVS) system at DISA. The computer-based training (CBT) is delivered online, making it available around the globe. The course features live action video and software simulations.

The new training replaces the instructor-led training previously given at our subcontractor’s facility in Williamsburg, Virginia. Student used to have to travel from all over the world to this facility and attend a one-week training. This was a huge expense for the Government. Having  the travel put the home organization in a bind as the trainee was unable to perform their mission for the duration of the training as they were away from their post.  By Light’s approach saves the Government millions each year and improves operational integrity as well.

The new GVS certification program includes a Learning Management System (LMS) for managing training content and learning  audiences.  Trainees can now take the courseware at their own pace, from their duty location. “Our LMS is used for more than just a content repository. We can manage and verify training effectiveness and track results over time.  This will reduce trouble tickets and increase customer adoption of the GVS technology,” said Jerry Starbuck.

Kevin Settle provided the live action contained throughout the training, interviewing multiple By Light team SME’s at DISA HQ to capture key skill training inputs.  The SME’s walked Kevin through the daily responsibilities of the facilitator’s job, and in so doing, captured  the information necessary for trainees to learn the underlying network technology, GVS hardware and software, and steps for troubleshooting. “We’re bringing the learner closer into the real environment they will be working. This is an opportunity to get new Facilitators trained and ready to do their part for their mission using GVS,” said Kevin Settle.

The development effort was supported by other By Light teams in the Visual Information Services at DISA HQ. “Jason Sterquel’s team  was instrumental to use delivering on the vision.  They were terrific to work with,” added Kevin.  A photo of the team who built the courseware is shown below.

The combination of instructional design and video/graphic skills have established a new capability for By Light. “By integrating our industry leading video conferencing support system with a Learning Management System, we’re on the cutting edge, ready to market similar capabilities to new and existing clients. By Light has a new feather in its cap,” said Jim Van Dyke (Program Director).

Since November, Jerry and Kevin have been supporting the By Light Cyberspace Operations group, developing CBT modules for the Cyberspace Training Solution prototype. Recently they’ve been supporting the Veterans Affairs Administration’s Service Oriented Architecture Research and Development (SOARD) group, helping to capture and author demos and CBTs for the large IT deployment with IBM.
